Dowse Projects staff have assisted IP Australia with its property strategy in both Woden ACT and Melbourne over two lease cycles, have worked with the agency for some 14 years.

We conducted a commercial office market assessment for IPA and presented it with a number of future accommodation options. In Woden we managed an approach to market in the early 2000’s resulting in the near doubling of the base building, and a new lease.

In addition to the strategic property work for IP Australia, we were engaged to manage the Public Works Committee Major Works approval, followed by the engagement of a head contractor and ongoing superintendence of the works. While this is beyond the work required for this submission, it is testament to our understanding of the complete property cycle, which enables us to provide comprehensive strategic advice.

At IPA’s request we then took the role of client advocate/project manager/superintendent for the new build project, which included an integrated fit out. We assisted with a separate procurement exercise to obtain a Head Contractor for the refurbishment exercise and acted as client advocate/project manager for that exercise as well.

In accordance with our usual methodology, we managed all necessary lessor and authority approvals, worked closely with IPA and the cost consultant on developing and monitoring the project budget (including managing and advising on proposed variations to the scope of works). We assisted IPA by participating as witnesses at the PWC hearing for the building extension. Both projects (the new build with the integrated fit out and the refurbishment of the existing premises) were an outstanding success, with very favourable time, cost, and quality outcomes.

More recently we assisted them with an informal approach to market well in advance of their lease expiry, so that they were in a position to negotiate a lower lease cost, a base building upgrade, an incentive and a new long lease term. Through the development of this strategy we have provided IP Australia with a restructured financial base enabling them to invest in a significant new 18,000m2 new workplace fitout. IPA has engaged Dowse Projects on short term projects since, as a measure of its appreciation for our efforts. In particular, we have assisted IPA in its rationalisation and closing down of its State Offices, providing them with subsequent significant savings to its property operating budget.
